Steel A/C Lines for Mini RV

My 1986 21' RV has been converted to R-134a, but the original non-barrier hoses are still in place. Steel refrigerant tubing runs along the frame from the rear compressor up to the evaporator in front. These line are rusty on the surface. The refrigerant charge gradually leaks down. My question is whether I should only replace the non-barrier hoses connecting to the steel tubing, or should it be assumed that the steel lines are leaking and that they should also be replaced. I've used a leak detector and couldn't locate any leaks. There's also a rear evaporator that tees off the steel tubing with non-barrier hose.
